Park headquarters is located in Oneida, Tennessee, a community of approximately 5,000.  Most amenities are available, including schools, a community college, a hospital, doctors, shopping, restaurants, a movie theatre, and a large city park.  Tennessee has a minimal personal income tax; 6% on some interest and dividends only.  Housing prices are reasonable and a variety of housing is available for purchase.  Summer months can be warm and humid; winters are generally mild.  Big South Fork NRRA, located in Tennessee and Kentucky, is a rugged area encompassing 125,000 acres.  It receives over 600,000 visitors each year and offers over 90 miles of beautiful river gorges, vast secluded backcountry areas, and rich archeological and historic resources.  Recreational opportunities in BISO include hiking, backpacking, camping, horseback riding, mountain biking, fishing, hunting, and kayaking/canoeing (class I to IV rapids).  Knoxville, with the University of Tennessee and all amenities available, is an hour away.  Nashville is 180 miles to the west; Cookeville, TN, 65 miles to the south; and Lexington, KY, is 140 miles to the north.

The incumbent is responsible for the development, management, coordination, and implementation of the Geographic Information System (GIS) for one or more parks.  The interdisciplinary nature of this position requires the programmatic integration of the knowledge of biological and physical resources, digital cartography, and geography to the development, analysis and use of geographic and relational databases that are pertinent to the park resources and themes.  A position will b filled from one of the occupation series pertinent to the park resources and themes.   The incumbent will design, develop, and manage the GIS database management system, including the conversion of thematic source maps from analog to digital form through the use of appropriate hardware and software. This involves augmenting the GIS database by digitizing mapped information, importing existing digital data, and converting data.  Ensures that national data standards and park needs are met.  Manages and integrates a variety of GIS and database management software, and when necessary, modifies or adapts standard software to meet program needs.  Implements data documentation procedures and distribution using appropriate technologies, i.e. Internet.  Designs and develops global positioning system (GPS) data dictionaries, spatial data inventories, and cross linkages to ensure software and data structure compatibility.  Prepares GIS plans, data dictionaries, resource management plan project statements related to GIS, project proposals, GIS related contract and agreement specifications, and written reports.  Maintains hardware, peripherals, GPS units, network and GIS operation system  (typically both UNIX and DOS).  Implements a program to ensure the security and currency of GIS hardware and software system administration and maintenance.  The incumbent will coordinate the acquisition and management of GIS data with other federal, state, and local resources offices and the academic community.  Works cooperatively with land-use planners and others in the private sector on issues and GIS applications of mutual concern.  Participates in professional meetings, workshops, conferences, and symposia dealing with GIS and related topics.  Trains and instructs others in the use of GIS applications and basic GIS, GPS, and related technology.  May supervise seasonal, temporary, permanent, VIP, and other personnel, but less than 25% of the time.
